Company Founder, Chief Executive Officer, and President. Prior to retiring from the United States Army after 25 years of service, Colonel Carpenter was Commander and Chief Executive Officer of the Jacksonville District, U.S. Army Corps of Engineers. Leading the largest Civil Works District in the Corps, he directed planning, engineering, and construction in Florida and the Caribbean. He was also the Federal lead for the Everglades Restoration Project, director of the largest Federal regulatory division in the Nation and forward Commander for the Corps of Engineers on several Emergency Relief Operations in support of FEMA. Other major military accomplishments include conducting international negotiations with the government of Qatar and commanding a heavy construction battalion.
Mr. Carpenter establishes the strategic direction for the Company; determining priorities; allocating resources; and otherwise directing and controlling the daily operations of the Company. Mr. Carpenter directs all company consulting actions for both contract claims and environmental permitting.
Mr. Carpenter is a licensed Florida General Contractor, Virginia Registered Professional Engineer, and LEED AP. He is a West Point graduate and holds Master Degrees from Stanford University and the U.S. Army War College. Mr. Carpenter is an avid Boston sports fan and enjoys playing golf and tennis in his spare time.
