Company Founder, Chief Executive Officer, and President. Prior to retiring from the United States Army after 25 years of service, Colonel Carpenter was Commander and Chief Executive Officer of the Jacksonville District, U.S. Army Corps of Engineers. Leading the largest Civil Works District in the Corps, he directed planning, engineering, and construction in Florida and the Caribbean. He was also the Federal lead for the Everglades Restoration Project, director of the largest Federal regulatory division in the Nation and forward Commander for the Corps of Engineers on several Emergency Relief Operations in support of FEMA. Other major military accomplishments include conducting international negotiations with the government of Qatar and commanding a heavy construction battalion.
Mr. Carpenter establishes the strategic direction for the Company; determining priorities; allocating resources; and otherwise directing and controlling the daily operations of the Company. Mr. Carpenter directs all company consulting actions for both contract claims and environmental permitting.
Mr. Carpenter is a licensed Florida General Contractor, Virginia Registered Professional Engineer, and LEED AP. He is a West Point graduate and holds Master Degrees from Stanford University and the U.S. Army War College. Mr. Carpenter is an avid Boston sports fan and enjoys playing golf and tennis in his spare time.
Mr. Osborne has served in numerous positions with BCPeabody from Project Manager to his current position of Executive Vice President since joining the firm in 2009. Mr. Osborne has extensive experience in leadership, decision-making, and management. He is an expert in Federal Project Management with extensive experience in Department of Veterans Affairs programs.
Mr. Osborne leads BCPeabody's Commercial Division as well as the corporate staff. Mr. Osborne holds his 30 Hour OSHA Construction Safety Certificate and the United States Army Corps of Engineers Construction Quality Management for Contractors certificate. Mr. Osborne is a graduate of Hamilton College in Clinton, NY, where he majored in Economics. Mr. Osborne is an avid Boston sports fan and enjoys playing ice hockey and golf in his spare time.
Ralph Snow is a Registered Engineer (California) with over 33 years of contract administration and construction management experience. Mr. Snow has a proven record of quality performance, customer satisfaction, innovation, productivity and efficiency. He is an experienced manager and communicator with exceptional technical, administrative, team building and people skills. Special skills include: • Program Management • Strategic Planning • Construction Contracting • Design & Construction Management • Facilities Management Ralph heads up our Multi-Market Commercial Construction Division. Upon retirement from the United States Navy in 2003, Mr. Snow was able to successfully transfer the skills he acquired over 20 years in the Navy to the private sector. As an Assistant City Manager and Program Manager for the City of Lowell, MA and Program Manager for AMEC Earth & Environmental he oversaw and managed large projects at a regional and national level. Managing and overseeing all aspects for the Department of Defense (DoD) Design-Build Program.
