Case review and consultation on a Navy construction contract terminated for default, on appeal before the Armed Services Board of Contract Appeals. Retained as expert witness in a construction delay dispute over a project's USACE wetlands permitting. Applied critical path method schedule analysis to a concurrent-delay causation question: whether a permitting gap was an independent cause of the delay or a downstream consequence of the opposing party's conduct in stalling route resolution. Prepared a technical framework covering Section 404 and Section 10 permitting sequence and compensatory mitigation methodology.
